If you examine the way each fighter ragdolls other people, The Raid is far more grounded, sending people tumbling 5 or so feet away and hitting the floor with throws and full bodyweight strikes. Mad dog, while being arguably more skilled and quicker than Fujita, is nowhere near the level of strength of Fujita.
